Non-Group Rates for 2016 Have Been Published

Non-Group Rates for 2016 have just been published.   Open enrollment is from November 1, 2015 to January 31, 2016.  From what we are told there are going to be plan changes to some plans.  We are still waiting for the carriers to publish the exact plan designs available.   At that point we will be able to begin evaluating options for 2016,  you can start applying for new coverage as of November 1st with a January 1 effective date.

You will be receiving letters from the carrier outlining the rate and benefit changes to your current plan.  We are familiar with  carriers that offer coverage in Maryland, DC and Virginia.   We would be able to research and offer you a few alternatives. 

If you applied for coverage through Maryland Health Connection, you will be receiving a letter from them stating your current subsidy amount, and if there are any changes to your current plan.   We are happy to report that if you do decide to change plans, you do not need to enter all of the information into the portal, as this portal is retaining the information from last year. 




Open Enrollment Has Ended for 2015

Open enrollment to buy a plan for 2015 ended Feb. 15, 2015.

Special Chance to Enroll If You Paid the 2014 Penalty for Being Uninsured

In addition to certain life changes and special circumstances that may qualify you to enroll outside of the open enrollment period, Maryland Health Connection is offering a limited-time opportunity to enroll for 2015 health coverage if you will owe the tax penalty for being uninsured in 2014.

You may enroll between March 15 and April 30 through a special enrollment period. In the online application during this time, you must attest you paid the penalty for being uninsured in 2014 and became aware of the penalty after 2015 open enrollment ended Feb. 15.

In addition, there are other conditions that may qualify you to enroll in coverage outside of open enrollment, call us to discuss all of your options.

When will my coverage start?
All plans run through Dec. 31. If you buy a qualified health plan during the special enrollment period, please note the date your coverage starts:

March 15 to March 18: Coverage starts April 1
March 19 to April 18: Coverage starts May 1
April 19 to April 30: Coverage starts June 1

Will I still have to pay a penalty for 2015?

If you enroll for 2015 coverage that begins May 1 or June 1, you would still owe a fee for the months you were uninsured and were not exempt from the penalty. The special enrollment period is designed to allow such individuals the opportunity to get covered for the remainder of the year and avoid additional fees for 2015.


The tax penalty imposed for individuals who did not have health coverage in 2014 is 1 percent of gross household income over the federal income tax filing threshold, or $95 per individual – whichever is greater. For 2015, the penalty increases to 2 percent of gross household income over the federal income tax filing threshold, or $325 per individual – whichever is greater.

  • When you compare health plans available in the SHOP Marketplace, you can choose from 4 levels of coverage. This makes it easier to find a plan that works for your business and your employees.
  • If you enroll in SHOP coverage and have fewer than 25 employees, you may qualify for a Small Business Health Care Tax Credit worth up to 50% of your premium costs. The tax credit is available only for plans bought through the SHOP Marketplace.
